Bruce McClellan - Director

Port and Regulatory Specialist with 29 years of project formulation, planning, environmental due diligence and site investigation, remedial design and construction program management experience. Mr. McClellan performed project management, business development operations and personnel management with emphasis on project development, planning, program implementation, environmental regulatory compliance and site remediation. His experience includes port terminal, harbor project developments, brownfield redevelopment programs and infrastructure related projects for private and public entities. Over the past nine years Ms. Betz has supported numerous corporate initiatives and programs related to infrastructure development with an emphasis on port and harbor developments. Scott Frisby

Senior Economist with over 13 years of experience in forecasting, economics, statistical analysis, and project management. He has recently been responsible for overseeing and performing market, operations, financial and policy/regulatory analysis for public and private clients that own/operate/construct freight infrastructure located in North, Central and South America. Also, over his career he has been responsible for managing business diligence on a large number of projects ranging from over $2 billion to as small as $10 million in enterprise value of which several were port and rail related assets.

Jim Egnew

Development Specialist with thirty years experience in planning and managing port, waterfront and mixed-use development projects with an emphasis on increasing the value and performance of property assets. Experienced developer of ports, urban mixed-use centers, and marinas. Successfully negotiated and closed project financing relationships with banks, investment banks and public lending agencies for mortgage and bond issues. Served as author and director of large scale asset management and strategic master development plans for ports and urban commercial districts. Mr. Egnew has developed and maintained complex financial reporting systems, prepared budgets and managed costs and cash flow forecasts with client CFO and lenders. He has led the construction and implementation teams through the complete cycle, including occupancy and start-up, often on projects requiring extensive operations maintenance plans to continue on-going business, vehicular and vessel traffic functions while construction or reconstruction of facilities is performed. Montasser M. (Monty) Selim

Mr. Selim has 32 years experience in multimodal transportation planning and program management of Public Infrastructure projects. His experience includes the development of multimodal transportation alternatives, and preliminary design projects including ports, rail facilities, airports and related infrastructure. Mr. Selim is responsible for the technical coordination of the project teams, directing and coordinating projects through all phases, including allocating resources and ensuring technical quality, budgets and schedule compliance. In addition, Mr. Selim served as Senior Project Manager for Multimodal Corridor Planning and Intelligent Transportation Systems (ITS) projects. He has additional expertise in leading multidiscipline consulting teams for large program developments requiring various levels of project coordination and client interface. He has project experience in over six countries including U.S., England, Italy, Egypt and Saudi Arabia. Mr. Selim is fluent in English and Arabic.

Adam Prokopowicz, Ph.D.

Transportation Economist and Finance Specialist with 26 years of experience in economics, finance, strategic management systems, market research and marketing techniques, transportation and logistics with substantial international concentration. Experienced in international law and institutional project assessment and evaluation of political environments impacting business decisions in various countries. Extensive land use planning, environmental permitting, wetlands, coastal zone management and air and noise analysis at a leading consulting firms. Responsible for multi-disciplined permitting efforts for major public and private clients including project management of many large-scale utility, transportation, waterfront and Brownfield redevelopment projects. Ms. McLoughlin provides client assistance from initial planning of proposed development features in compliance with applicable regulations and policies to project completion and final permit compliance auditing. She also prepares Environmental Impact Statements (EIS) from federal NEPA EIS's to municipal reporting. Her areas of expertise include land use, socioeconomics, fiscal impact and visual impact analysis. Her permitting experience is reflected in the variety of federal, state and local approvals obtained for numerous waterfront, commercial, transportation, utility, infrastructure, educational/institutional, pharmaceutical and residential projects.

Wyndylyn von Zharen, LLM

Marine Regulatory Specialist with North American Port Infrastructure LLC. Professor von Zharen has more than twenty years experience in international regulatory compliance issues dealing with MARPOL and ISO 14001 (marine environmental management systems [EMS]) and has published three books on this topic. She regularly leads discussion and study efforts on marine pollution prevention including sections on port operations and environmental risk management. Ms. von Zharen's clients have included ports, shipping companies, US federal governmental agencies such as NASA and the US Coast Guard. She has served on numerous marine boards and has been an active member of marine and coastal associations such as the Houston-Galveston Safety and Navigation Committee, the Maritime Security Counsel, the Environmental Law Institute, and the Maritime Law Association. She has held positions within Texas A&M, American Bureau of Shipping's (ABS) Marine Services Division and an attorney with Exxon Shipping.

Stephanie Ryberg, Ph.D.

Professional Planner of North American Port Infrastructure LLC. Dr. Ryberg holds a Bachelor of Urban Planning from the University of Cincinnati (2001), where she graduated magna cum laude, a Master of Historic Preservation from the University of Maryland (2004) and a Ph.D. in City and Regional Planning from the University of Pennsylvania (2010). Dr. Ryberg has presented research at numerous conferences including the Association of Collegiate Schools of Planning, the Society for American City and Regional Planning History, and the International Planning History Society. Throughout her professional career, she has worked in the public and private sector in the areas of physical planning, geographic information systems (GIS), planning research, land use, comprehensive planning, and public involvement. Dr. Ryberg has worked on planning and design projects throughout the United States, including New Bedford (MA), Washington (DC), Chicago (IL), Los Alamos (NM), Orlando (FL), Phoenix (AZ), Mason (OH), Cincinnati (OH), Hammond (IN), Geneva (IL), Baltimore (MD), Philadelphia (PA), Seattle (WA), Cleveland (OH), Providence (RI), and Houston (TX). In 1999 and 2001, she worked for Walt Disney Imagineering on GIS projects for properties in Hong Kong, China and Paris, France.

Mandy Loeffler, P.E.

Ms. Loeffler is a Project Engineer with North American Port Infrastructure LLC and has served as Project Manager on a wide range of projects including dredged material management, shoreline protection and restoration, and navigation improvement. Ms. Loeffler has more than 9 years experience and engineering roles have included feasibility studies, project engineering, construction oversight, permitting, research, engineering design, field data collection, and drafting. These projects have encompassed alternative analyses, design studies, erosion studies, final design, preparation of plans and specifications, cost estimating, construction administration, and monitoring surveys. Ms. Loeffler is additionally proficient in numerous computer aided design and analysis tools and numerical models. She has completed projects throughout the USA as well as several international assignments.

Mr. Fusch is registered professional engineer with North American Port Infrastructure LLC with 45 years of experience in management, construction, business development, and consultancy associated with planning, design, operations and modernization of ports, industrial facilities, and transportation facilities. He has experience in engineering, construction, and management in positions of increasing responsibility, authority, and technical complexity. Significant accomplishments in construction/design management, project management, facilities planning, physical plant maintenance/operations, contract negotiations and claims analysis, and dispute resolution proceedings. Experience includes 3 years teaching engineering at the college level. Assignments have included projects throughout the USA and various international locations.
